Parish news from the parish clerk- Updated 7th January 2012
Appeal for possible assistance for owners of 4 x 4/4 wheel-drive vehicles:
In case of repetition of the severe adverse weather conditions experienced last year, it is felt that a list of willing volunteers with 4-wheel-drive vehicles living within Farringdon should be compiled.
This list would not be disclosed to any third party and volunteers would only be contacted in the most extreme circumstances, for example to tow disabled cars or to provide a lift to someone to Alton for shopping, medical supplies and the like in the event that the village is cut off by snow and ice.
Would volunteers be good enough to let Mike Findlay (Parish Clerk)(587378) know their names and telephone numbers.
Very many thanks.
Affordable Houses in Lower Farringdon – appeal against planning refusal rejected:
The Parish Council is most grateful to the many village residents who attended the preliminary meeting and the appeal hearing in support of the EHDC refusal to grant planning permission for this scheme.
The Inspector, in refusing the appeal listed several main points:- ·
- Lack of robust evidence of local housing need ·
- Lack of community involvement ·
- Proposed mix of housing not justified from evidence of need ·
- Alternative local sites within the settlement not properly assessed ·
- Unsustainable location and social isolation ·
- Policy H12 Exception tests failed hence intrinsic harm caused to the countryside under Policy GS3 ·
- Adverse impact on the character and appearance of the area due to frontage hedge loss (not fully mitigated by front garden planting) ·
- Poor quality of design (unattractive and urban internal layout) ·
- Slack drafting of S106 agreement (local connection and cascade), but a condition could resolve this, had the Inspector been minded to allow the appeal ·
- Lack of specific evidence for open space and environmental improvement contributions in S106 ·
- The Ministerial Statement on Planning for Growth was not sufficient to alter the balance of the decision
The Parish Council also wishes to thank specifically Andy Partridge for his invaluable advice and guidance and for Honor Garrard ‘s continued interest and summary of the findings, and Cllr Chris Taylor for his leadership in this matter.
The Judgement in full can be had from EHDC and the Farringdon Parish Clerk.
Parish Plan:
Over the coming months Farringdon Parish Council will be initiating an ambitious PARISH PLAN (Farringdon Vision 2030) and will be earnestly seeking the views of all sections of the community to try to determine our village requirements in the next decade and also what we seek to preserve.
A very important part of this plan will be an obligation to provide an adequate number of affordable houses for those people who have strong links to the village, either through families or through their work in the community.
