Annual General MeetingThe Parish Council is made up of nine elected members of the local community, plus a Parish Clerk. Details are shown below.
Council meetings are held every two months, usually on the first Wednesday of the month in the Village Hall, starting at 19.30 hrs.
An Annual Village Meeting is held in April.
The dates of meetings are published in the Village Magazine and on the village website; agendas are posted on the three notice-boards in the village in advance of the meetings.
The Notice Boards are situated:
- Outside the Village Hall (Massey's Folly),
- At the junction of Church Road and The Street, and
- Opposite the telephone box at the bottom of Shirnall Hill, (near the A32 crossroad
All residents are very welcome to attend, and, if you wish, you have an opportunity to raise relevant matters and address the meeting. If you require detailed answers to specific subject contact the Parish Clerk in advance so that any necessary documents or information can be made available at the meeting.Reports of all meetings appear in the Village Magazine and on this Village website.

KEY MESSAGES FROM FARRINGDON PARISH COUNCIL AGM ON WEDNESDAY 8th MAY 2013:
- Cllr Caroline Roe elected Chairman and Cllr Gary Oakley as Vice-Chairman for 2013/14.
- Audited accounts for 2012/13 and annual return agreed.
- Budget agreed and Parish Council will move to accruals accounting next Financial Year.
- Village Hall Management Committee set up with Cllr Peter Durrant as Chairman together with Cllr Clive Elderton and Cllr Honor Garrard. Agreed commitment of funding for legal support for a 6 month exclusivity period for potential local developer before considering open market options.
- Cllr Jeremy Cowan elected as Chairman of the Planning Committee. Further confirmation to be agreed with two other Councillors who could not attend the AGM.
- Vision 2030 Report delivered and distributed under separate email.
- Clerk’s new computer and IT support agreed.
- Funding and contractor agreed for the placing and securing of the two Jubilee benches.

The Parish Council is continuing to work to agree the future role of Farringdon Village Hall, and plan for a new community centre. More information on the latest progress will be given at the Annual Village Meeting (see details above).

The poor condition of Roads and Byways in the village continue to cause concern. The Parish Council publicly acknowledged the exceptional effort shown by Councillor David Williams in surveying and monitoring Rights of Way, and in pursuing the relevant authorities for repairs and maintenance.

8.1.2013 – FORMAL RESPONSE
TO APPLICATION 54507/EIA/NJFarringdon Parish Council’s response to the EIA Screening Opinion request is as follows:
“Farringdon PC considers that an Environmental Impact Assessment (EIA) is required for the following reasons:
“Farringdon PC considers that an Environmental Impact Assessment (EIA) is required for the following reasons:
The proposed development falls within paragraph 3a of Schedule 2 “industrial installations for the production of electricity, steam and hot water” of the The Town and Country Planning (Environmental Impact) Regulations 2011.
The proposed size of the development exceeds the threshold as set out in column 2 of Schedule 2 paragraph 3(a) and would have a significant effect on the environment by virtue of its size and location. The development is considered a large scale development. Paragraph A16 of Circular 02/99 makes reference to “Industrial and Manufacturing Development” stating that “New manufacturing or industrial plans ... may well require an EIA if the operational development covers a site of more than 10 hectares.” Other development types listed within Annex A that would result in the erection of structures including wind farms, urban development projects and the use of uncultivated or semi-natural land for intensive agricultural purposes set a benchmark of five hectares. Here the scheme is well in excess of these thresholds being a 14 hectare site. As such, and given its electrical output, it can be considered to be major development of more than local importance.
The location is environmentally sensitive as it is close to the boundary of the South Downs National Park, lies immediately adjacent to an approach road into Farringdon (both the village by virtue of being with the South Downs National Park and the National Park itself are particularly sensitive locations) and is near to a Public Footpath. The development will be visible from the highway network (road and footpath) and from the South Downs National Park”.
It will appear as an industrial installation which together with its high security fencing adjacent to the road would have a marked detrimental impact on the street and rural scene, entrance to the village and South Downs National Park.
It would be an industrial feature in the landscape and would not be readily absorbed into the landscape by virtue of its size and location. Therefore, it would have a significant effect on the environment and accordingly an Environmental Impact Assessment is appropriate in this instance”.

Queen Elizabeth II Diamond Jubilee Celebrations
A letter from Chris Taylor, Former Chairman , Farringdon Parish Council,
We have reached the end of what has been a wonderful time of celebration across the villages of Hampshire but particularly within our own village community.
It was important that as a community we acknowledged the incredible service that has been given to this country by our Queen; 60 of years dedicated service stretches far beyond the typical length of service that the average person gives to their career and therefore it was fitting that as countrymen we marked this special occasion.
To begin with we saw residents across Farringdon decorate their homes with Union Jacks, demonstrating how patriotic and proud we were to be celebrating this amazing occasion. Villagers of all generations took part in this, showing how important this was to both the young and old a like and our village looked fabulous.
It is not often that events take place, which bring the entire community from all corners of Farringdon together and it always brings a lump to my throat when these special moments happen and this was no exception.
We have seen a number of commercial activities happen, which have helped to underpin our celebrations and I would like to thank those that have made the effort to organise these events.However, the main reason for my writing, is to pass on my grateful thanks and those of the Parish Council as well as wider village community, to those individuals in our village who have worked selflessly to decorate our village green, to make our Church look beautiful for a special celebration service and for putting on a Big Celebration Lunch, which offered a feast fit for the Queen herself.
As I said on the day, these events don’t happen by accident; they require much planning, painstaking preparation, incredible dedication as well as phenomenal hard work.
The group spearheading those preparations included, in no particular order; Hopper Cavendish, Jane Edwards, Kate Causton, Anne Charrington and David Horton and I know that their spouses and other members of the community in turn, very closely supported them.
We are very lucky to have such dedicated and thoughtful people working tirelessly for us and I hope that you will all want to join me in extending your thanks and grateful appreciation.
